David Gifford, MD, MPH, serves as the chief medical officer as well as the director of the Center for Health Policy Evaluation in Long Term Care at the American Health Care Association​. He established the Center and the Quality Department at AHCA. His interests are in improving and measuring quality in LTC as well as how regulatory and payment policies impact quality. He has developed 8 new quality measures for nursing homes that all received NQF e​ndorsement. He oversees a team of data analysis working with national MDS data, Medicare Claims, and Cost Reports to develop quality measures and conduct policy evaluations. Dr. Gifford also serves on the Board of the Advancing Excellence in America’s Nursing Homes campaign and the Baldrige Foundation Board and chairs the Department of Veterans Affairs Geriatric and Gerontology Advisory Committee. He serves on the NQF Measures Applications Partnership (MAP).

Dae Hyun Kim, MD, MPH, ScD, is a geriatrician, researcher, and mentor. At the Hebrew SeniorLife Marcus Institute for Aging Research, he directs the Frailty Research Center and co-leads the Center for Analytic Sciences in Aging. Supported by research grants from the National Institute on Aging, Dr. Kim conducts research on the measurement of frailty from healthcare databases, the outcomes of drug therapy and surgical procedures, and the adoption of frailty assessment in clinical practice. At Beth Israel Deaconess Medical Center, he specializes preoperative frailty assessment for medically complex older adults before transcatheter aortic valve replacement. As a mentor, Dr. Kim has advised over 50 early-career investigators in frailty, pharmacoepidemiology, and health services research. He has authored over 300 publications. His contribution to the field has been recognized with the 2023 American Geriatrics Society Thomas and Catherine Yoshikawa Outstanding Scientific Achievement for Clinical Investigation Award and the election to the American Society for Clinical Investigation in 2024.

Stephanie Kissam, MPH, is the executive director of the Long-Term Care Data Cooperative, one component of the NIA IMPACT Collaboratory and governed by the American Health Care Association (AHCA). In this role, she supports the core mission of using electronic health record data assembled in the LTC Data Cooperative for health care improvement, public health surveillance, and comparative effectiveness and clinical trials research. She has over 20 years of leadership in public health program development, research, and management, including as a program director at RTI International, where she led large national evaluation projects for the Center for Medicare and Medicaid Innovation and the Administration for Community Living. Her areas of research include health IT implementation, nursing home quality measure development and maintenance, outcomes of value-based payment models, and state health policy. Earlier in her career, she contributed to the development of Rhode Island’s Health Information Exchange and patient-centered medical home initiatives while at the Department of Health. Additionally, at the Rhode Island Quality Improvement Organization, she developed resources to support nursing homes with CMS’s National Nursing Home Quality Initiative.

Jennifer Lund, PhD, MSPH, FISPE, is a professor of epidemiology and the director of Data Strategy and Education with the UNC Lineberger’s Cancer Information and Population Health Resource (CIPHR). Dr. Lund conducts pharmacoepidemiologic and health services research, with applications in cancer, aging, and the environment. The overall objective of her work is to generate robust evidence on the delivery and effectiveness of healthcare interventions that will improve decisions made by policymakers, providers, and patients and their families. Dr. Lund’s research program draws upon clinical trials, large healthcare databases, publicly available surveys, and environmental data, along with advanced epidemiologic methods to evaluate: (1) the delivery of high-quality care, (2) the effectiveness and safety of treatment, and (3) the role of environmental exposures on treatment access, adherence, and outcomes. She previously served on the International Society for Pharmacoepidemiology (ISPE) Board of Directors and is an associate editor for Pharmacoepidemiology and Drug Safety, as well as an editorial board member for Epidemiology and the Journal of Geriatric Oncology.

Ellen McCreedy, PhD, MPH, is an assistant professor of health services, policy, and practice at the Brown University School of Public Health. Her research focuses on pragmatic evaluation of nonpharmaceutical interventions for managing neuropsychiatric symptoms in people living with dementia. Dr. McCreedy is currently leading an embedded pragmatic trial testing the effects of personalized music on agitation and antipsychotic use for nursing home residents with dementia, and a trial testing the effects of an enhanced advance care planning intervention on documentation of care wishes for people with dementia in assisted living centers. She has previously served as measurement lead for a trial testing the effect of tunable LED lighting on agitation and sleep for nursing home residents with dementia. Dr. McCreedy is also a Steering Committee member of the Technical and Data Core of the NIA IMPACT Collaboratory. Dr. McCreedy received her MPH in global health from the University of South Florida, her PhD in health services research from the University of Minnesota, and completed a postdoctoral research fellowship at Brown University, Center for Gerontology and Healthcare Research.

As a gerontologist, Dr. Thomas' research focuses on identifying ways to improve the quality of life of older adults needing long-term services and supports (LTSS) through applied health services research. With funding from the U.S. Department of Veterans Affairs, the Agency for Healthcare Research and Quality, the National Institute on Aging, the Patient-Centered Outcomes Research Institute, and multiple foundations, she has led research projects examining the organization, delivery, and financing of LTSS to meet older adults' medical and non-medical needs.
